The Pleasanton City Council is scheduled to vote on a $12.8 million initiative to replace the city’s water meters with ultrasonic "smart" units. The project aims to enhance billing precision, decrease water loss, and improve overall system management.
The proposed plan involves awarding a $10.26 million contract to Core & Main LP for the physical replacement of the meters. Additionally, the council will consider a $2.51 million agreement covering software, network services, and future meter purchases over a 20-year period. A contingency fund of up to $513,000, representing 5% of the total cost, is also included for potential unexpected expenses.
The project faced a delay in June after the Zone 7 Water Agency raised objections regarding the technical specifications of the new equipment. The agency questioned whether the proposed meters satisfied the requirements of a 2025 legal settlement between Zone 7 and Pleasanton, specifically regarding equivalence to the older meters mandated by that agreement.
City staff report that they have since received additional documentation from the meter manufacturer demonstrating compliance with the settlement terms. Based on this new evidence, staff recommend proceeding with the project to meet state deadlines and a June 2028 deadline established by the legal agreement.
