Project Overview

The Pleasanton City Council will address capital improvements for the municipal water system during a special meeting on August 11, 2026. These initiatives fall under the previously approved five-year Water Capital Improvement Program and are collectively known as the 2026 Water Project.

The planned upgrades aim to increase system capacity, enhance reliability, and diversify water supply sources. A key component of the project involves developing new wells to advance efforts to restore local groundwater production.

Financing Details

Staff will present a debt financing overview alongside the City financial advisor PFM and bond counsel Jones Hall. The recommendation asks the Pleasanton Joint Powers Financing Authority to issue Water Revenue Bonds with a principal amount not to exceed $16,500,000.

A resolution declaring the City intention to reimburse capital improvement expenditures from the proceeds of tax-exempt obligations will be submitted for Council approval during the meeting.

Next Steps

Staff anticipate returning to the City Council on September 15, 2026, to seek formal approval for the bond sale. The City plans to execute the bond sale during the fourth week of September.

Proceeds are expected to close and enter the project fund during the second week of October.
