California Overhauls State Hiring, Projecting Over 500,000 Staff Hours Saved Yearly

Pleasanton, California — State officials announced July 29 that California's newly adopted accelerated hiring framework should, by the state's estimate, hand back more than half a million working hours to state teams each year.

The changes follow an executive order from Governor Gavin Newsom directing agencies to streamline state operations. Under the new framework, candidates' baseline qualifications get verified only at the interview stage instead of for the whole applicant pool, and hiring teams are told to drop overly rigid documentation steps while keeping merit-based civil service standards.

State officials said screening a single recruitment previously took about 23.6 hours on average. The new approach is expected to cut that by 80 to 85 percent, saving roughly 19 to 20 hours per hire across about 28,500 state hirings a year, an annual total the state puts between 538,000 and 570,000 hours.

The guide was developed with input from hiring managers across state departments and the state's human-resources agencies. It follows earlier reforms that grouped hiring into shared pools and merged overlapping job classifications.

Pleasanton, an Alameda County city of roughly 78,000 in the Tri-Valley area east of Oakland, is part of a Northern California labor market where many residents hold or seek state government and public-sector jobs in nearby Sacramento and the Bay Area.
