Pleasanton, California — California has ordered the development of a statewide plan intended to improve human-trafficking prevention, early identification and support for survivors.

Gov. Gavin Newsom signed the executive order July 20. The order calls for coordination among state agencies, local governments, tribal partners, community organizations and survivor-informed groups as officials develop a long-term prevention and response roadmap.

The plan is to examine stronger prevention practices within behavioral-health, child-welfare, homelessness and other support systems. It also directs state leaders to identify ways to expand stable housing, recovery services and prevention efforts for young people considered at higher risk of exploitation.

The governor’s office said the order builds on earlier meetings led by First Partner Jennifer Siebel Newsom and on existing state funding for public safety and victim services. The order does not itself establish a new criminal penalty; it directs administrative coordination and planning across existing programs.

Alameda County communities are among the California localities that may participate in the statewide prevention and support network.
