Rate Adjustment Overview

The Pleasanton City Council will consider a resolution to approve solid waste, recyclable materials, and organic materials collection rates for fiscal year 2026/27. The approval is required by the existing Franchise Agreement between the city and Pleasanton Garbage Service, Inc.

The agreement mandates annual rate adjustments with City Council approval. These adjustments take effect on July 1 of each year during the agreement term.

Proposal and Review Process

Pleasanton Garbage Service, Inc. submitted a rate application on March 31, 2026, for Rate Period Nine. The company proposed a 4.59 percent increase using an index-based rate adjustment methodology.

The city engaged HF&H Consultants, LLC to review the application. Staff is recommending a 2.23 percent rate adjustment based on eligible and verified cost factors consistent with the Franchise Agreement.

Effective Date and Next Steps

The recommended rate adjustment will become effective on July 1, 2026. The Pleasanton City Council will consider the resolution during the June 16 meeting to finalize the fiscal year 2026/27 rates.
