House Votes to Make Daylight Saving Time Permanent. Where Pleasanton Stands

The U.S. House voted 308 to 117 to pass the Sunshine Protection Act, which would end the twice-yearly clock change. Pleasanton's House seat is currently vacant, so no vote was cast for the district. The bill now awaits a vote in the Senate.

The Sunshine Protection Act, H.R. 139, would make daylight saving time the permanent, year-round time in the United States, ending the twice-a-year ritual of changing clocks. If it becomes law, clocks would no longer fall back an hour each November: summer's later evening daylight would continue through the winter, while winter mornings would stay darker longer.

The bill would not force a change on places that already keep one time all year. Hawaii and most of Arizona, which observe permanent standard time today, could remain as they are, and other states would have a window to adopt permanent standard time before the law takes effect.

The House passed the bill 308 to 117 on July 14, 2026, a bipartisan margin. Its sponsor, Rep. Vern Buchanan of Florida, has pursued the change for years, and news reports say President Trump supports ending the clock change while some senators have voiced reservations. The measure now moves to the Senate, where a similar bill passed unanimously in 2022 before stalling in the House.

The Senate must pass H.R. 139 before it can reach the President's desk.

Pleasanton's House seat (CA District 14) is currently vacant, so no representative cast a vote for the district in the 308 to 117 passage.

The bill now awaits a vote in the Senate, where CA's senators, Sen. Adam B. Schiff and Sen. Alex Padilla, will be among those deciding whether it becomes law.
