Dublin Affordable Housing Project Near BART Station Remains Stalled After Years Of Delays

The Dublin City Council will review an update Tuesday regarding a stalled affordable housing development on a parcel near the Dublin/Pleasanton BART station that has faced administrative hurdles for years.

The Dublin City Council is scheduled to receive a status report on Tuesday concerning Transit Center Site D-1, a 2.5-acre property located near the Dublin/Pleasanton BART station where affordable housing initiatives have been planned for more than ten years.

Alameda County originally sought proposals in 2015 for a site situated on the south side of Martinelli Way between Iron Horse Parkway and Campus Drive. The county entered into an agreement with ROEM Development Corporation in 2016, but that specific project never came to fruition, according to a city staff report.

In 2020, Dublin collaborated with the county to transfer approximately one acre of the property to the city for affordable housing purposes. Following this transfer, the city began working with Eden Housing on preliminary plans for a development containing 99 units.

However, officials identified a legal obstacle in 2022 when they determined that the county authority did not possess the power to convey the property directly to Dublin. To resolve this issue, the land was transferred to Alameda County in August 2022 so that its General Services Agency could facilitate the transaction.

The city subsequently designated the site for 98 affordable housing units within its 2023-31 Housing Element.

In August 2025, staff from the Alameda County General Services Agency informed Dublin officials that they lacked the authority to complete the agreement and transfer the property. A city staff report indicates that Dublin officials have contacted the county multiple times since that notification, but the agreement remains unfinished.

On July 21, 2026, the Dublin City Council requested an update on the stalled transfer. Councilmembers will receive the report Tuesday and provide direction to city staff regarding next steps.
