Background on System Failures
The city's current water meter and Advanced Metering Infrastructure system has reached the end of its useful life, resulting in widespread failures. These malfunctions have caused billing inaccuracies, increased water loss, higher maintenance demands, and rising operational costs.
Public Works crews have replaced approximately 4,000 meters to date and are currently addressing up to 300 failed units each month. The replacement initiative was previously identified in the City Council-approved Water System Management Plan and Water Financial Plan.
Procurement and Vendor Selection
The city retained Diameter Services, Inc. in early 2025 to evaluate the existing infrastructure and develop a procurement strategy. Council approved a professional services agreement with the firm in May 2025 to prepare solicitation documents.
A turnkey-style Request for Proposals was issued on November 19, 2025. Following a review of three submissions, Core & Main LP was selected as the most qualified proposer based on technical approach, system capabilities, implementation plans, and overall value.
