Pleasanton council to consider rezoning two church sites for housing

City staff recommend changing land-use designations for portions of Trinity Lutheran Church and Rock Bible Church to allow future high-density residential development.

The Pleasanton City Council is set to review a proposal to alter the land-use designations for two local church properties. The measure would permit high-density residential construction on specific sections of the sites, although no housing projects are currently planned or submitted for either location.

According to a city staff report, the proposal targets approximately 0.66 acres of the 3.14-acre Trinity Lutheran Church property at 1225 Hopyard Road. Additionally, about 0.74 acres of the 1.88-acre Rock Bible Church property at 4100 First Street would be included in the change. If approved, these zoning adjustments would allow for up to 10 homes on each property.

City officials evaluated 22 potential locations before recommending these two sites. The selection was based on criteria such as property size, geographic location, and suitability for infill development. The staff report also noted that Trinity Lutheran Church has expressed interest in pursuing additional residential zoning.

As of August, neither congregation has filed a development plan for housing. Both churches stated they could continue their current religious functions even if the zoning changes are enacted. Any future residential projects would still require separate review and approval from the city.

The issue of housing on church-owned land has recently drawn attention in nearby areas. In May, the Danville Planning Commission approved a redevelopment project at Community Presbyterian Church that includes 49 townhouses and 19 accessory dwelling units. Although neighbors appealed the decision citing traffic and neighborhood impacts, the Town Council rejected the appeal in July.
