Development Proposal Details

The applicant submitted applications to rezone a parcel from the Mixed Use Transitional District to a Planned Unit Development Mixed Use Transitional District under application P26-0360. The proposal includes a Certificate of Appropriateness to demolish an existing two-story commercial office building measuring 6,160 square feet. Staff also reviewed a PUD Development Plan labeled PUD-152 for a three-story residential structure containing four units ranging from 430 to 13,626 square feet alongside site improvements at 231 Old Bernal Avenue.

Staff Review and Planning Standards

City staff determined that the project plans are incomplete and conflict with multiple municipal guidelines. The proposal does not align with the General Plan, Objective Design Standards, the Downtown Specific Plan, or Pleasanton Municipal Code regulations.

Although the Planned Unit Development process permits deviations from strict standards, staff concluded that the proposed changes exceed allowable limits. The extent of the requested deviations prevents staff from making the necessary findings required for approval.

Council Action Required

The Pleasanton City Council will address these applications during a special meeting on August 11, 2026. The agenda item calls for adopting a resolution to deny the rezoning request, the demolition certificate, and the associated development plan.
